    I've assigned the flash to IGS 8 Db F (39066 / 13002F) coming about 50 s later
    than predicted with
the current TLE (7 day old):

    IGS 8 Db F (39066 / 13002F) - Flash 0

The same kind of flash was captured in May and June:

    IGS 8 Db F (39066 / 13002F) - Flash -1
