    When space-track first started I submitted the Form 1 with a request to
    redistribute analyses based on TLEs but not the TLEs themselves. I got a
    phone call and eventually some kind of confirmation, I don't remember if it
    was actually a letter.
    I'd be interested to hear more about the current process. I'm thinking of
    requesting permission to distribute TLEs older than 1 year, on the grounds
    that they would not be useful to the North Koreans etc.
