    I found no sunlit satellites within 400 km range and +-9 degrees (of
    10 deg below Polaris) and +-6 min.
    As an example, the attached prediction shows all within 840 km - the
    tracks end there.
    Even if going W-E, they would only move 0.5 degrees/s.
    
    There were three debris object decays on 0617-18, but all in polar orbits.
