Based on a location of 48.41 N, 122.28 W, time of Jun 20 05:25:30 UTC, and position in the vicinity of Tau Virginis, using Findsat I get Globalstar M05 (99-43C, 25885) as a very good candidate. It is a known flasher. It's not a geosynch but is in an orbit of at least 880 miles (didn't check the actual value) and was at a range of almost 1,700 miles (2,720 km) at the time of your observation.
