JN 9034 obs June 6 corrections

      The first, glaring/blinding, correction is a 43 second error in the time on the first position.  I also redid the positions on a recently updated Obsreduce ver 1.3.8 with SDP4. (thank you Ted).

    I note that it runs early on both points by different time intervals. 43.48
    early on point one and 52.95 early on point two.  
    Running Heavensats' simulation on "Revised Space Track Report No.3, #2" it runs 27" early on point one and 34" early on point two.
