Orbit Improvement question

    Hi!
    
    I have next question: we can obtain astromectric information of
    satellite at its few flies during one night. What software can be used
    for orbit improvement in this case? On
    http://www.coastalbend.edu/acdem/math/sats/ there is ELCORD.14 soft.
    Do I use it for obtain improved TLE if I obtain 2-3 TLE for some
    satellite for one night? Does it takes into account changing orbit
    under influence of precession etc.? How I can improve TLE, that
    obtained in different time?
    
    And another question: we have astrometry data for Lacrosse 3 (25017
    NORAD), which obtained in 21-22 May 2010. Does this data intersting
    for somebody at present time? Orbites are change in time...
