By removing two observations that seem to have a small time error, I get:

    1 91118U 07663A 07164.98349897 .00000000 00000-0 00000+0 0 09
    2 91118 2.2751 323.3619 0049349 78.2542 287.0261 1.00137794 01

This matches the predicted elset for object 27169, the Centaur rocket
    associated with Milstar 5.

This Centaur takes 3 1/2 years to drift around the world. It was last
seen over the western hemisphere in October, 2005.
