I get Gorizont 17 (89-004A, 19765) as a candidate. Its most recent PPAS flash period is 33.nn or twice that; 22.nn is an interesting fraction. I was thinking it might be Superbird A (89-041A, 20040), for which I've been expecting predictions to appear any time now. (When it appears, it should be flashing at about 3:00 hours UTC.
