Someone must have mentioned this before. The Aerospace Corp. has a site about re-entries, and it appears that they put major ones up in advance. Might it be safe to infer from that, since it's a public site, that it's okay to publicly discuss at least those re-entries -- the ones that they put online before the fact? http://www.reentrynews.com/upcoming.html They had the expected re-entry earlier today of the Soyuz rocket 28687, with predicted ground tracks, etc. And they list several recent decays. But Cosmos 807 Rk isn't listed there yet.
