This should be a problem on your computer.
At 08:30 UT I accessed it OK.

I believe I once had the same problem, and it was gone on my next try.
Shut down your browser window and start a new one!
If that doesn't fix it, try deleting that cookie under
\Documents and Settings\...[your profile]...\Cookies\
