Hello all, I used TheSky planetarium software to plot the paths corresponding to the TLEs and Tomás Maruska's observer information as given in Tom Fly's original post. Using 208 meters elevation (which is actually relative to the WGS84 ellipsoid), the results can be summarized as follows: MCC TLE : track is 1.1 Venus diameters below the center of Venus OIG3 TLE : track is 0.77 Venus diameters above the center of Venus As Tom has indicated, the actual path was about 0.5 Venus diameters below Venus' center. I can email a screen capture from TheSky to anyone that would like to see it. I am glad to help!!
