    I have Toronto at -079.33   ,+43.67 N. This should be sufficiently close
    for ID once date and time are confirmed. Is Local Time = UTC - 4 ?
    The message was sent 2003-06-27 at 05:03 UTC - was that 01:03 local time
    ?
    So, 21:50 local time was 2003-06-27 at 01:50 UTC, 3:13 earlier ?
    22:50 local time was 2003-06-27 at 02:50 UTC ?
    Or was "last night" 2003-06-25 Local Time (Wednesday) ?
    
    I used Mike's alldat.tle and searched both nights at 01:50, 02:50 03:50
    +- 6 min inside the Summer Triangle.
    As Tony indicated, Grace 1/2 on 2003-06-26 06:49 UTC. I found one
    possible pair 2003-06-26 02:52, two pairs 2003-06-27 02:48 and 02:55.
    Other pairs where >2 min separated in time, or >10 degrees in track
    direction or culmination. Furthermore, most went N-S or S-N.
    
    The most tight pair was the Japanese spysat IGS-1B #27699 03-09B and one
    of its nose fairings #27702 03-09E on 2003-06-26, just four degrees
    apart.
    The pairs last night were 23560 ERS 2 /20436 Spot 2, two degrees in
    altitude and 12 degrees apart,
    and 19257 Cosmos 1954 Rk/16682 Cosmos 1741 Rk on identical tracks, but 40
    degrees apart.
