    Cosmos 2238 was an EORSAT, not a RORSAT.
    
    EORSATs track ships in through analysis of their radio transmissions. At the
    peak of the program, several were in orbit at one time.
    
    RORSATs were nuclear-powered active radars; the final spacecraft in the
    program was Cosmos 1932, launched in March 1988.
