    There have been a few posts questioning whether or not the discussion of
    the recent news report on a Houston, Texas TV station, regarding spy
    satellites, is on topic.
    As acting list administrator, I am bound to enforce the rule made by
    Bart last September, which made spy sats off topic.
    I do not agree with this rule, and am among those who have not always
    obeyed it, nevertheless, I respect Bart's right, as the list owner, to
    set the rules.
    I am sure that we would all like for Bart to have reason to feel
    confident that while he is on vacation, we can be trusted to follow his
    To the extent that the TV news report may be relevant to the use and
    operation of SeeSat-L, I suggest that the discussion move to UseSat-L,
    which is reserved for that narrow purpose. Anyone may subscribe by
