    at 03:24 UT did a search of OIG. Only TLE is for (#26860)2001 27B the delta
    second stage in a very LEO ( 16.04revs/day) 26 degree inclination orbit.
    In such an orbit , and with launch time of mid-afternoon, Only going to
    be seen outside continental US.
    Preceding catalog number 26859  says TLE not found, which probably means its
    been pre-allocated  for the payload.
