Because of the rules imposed on the majority of TLE's that the epoch be at the ascending node, the time sequence of epochs isnt in the chronological order. this tends to happen with any launch to a high or eccentric orbit. It certainly happened with the Chandra X-ray telescope. Here are elsets from OIG.
