    It takes some guessing and detective work when so sketchy time/position info
    is given. From your message source display :

    , I guess your obs was around 11:30 UTC (04:30 PDT).
    
    A satellite moves about 500 km in a 'minute or 2'. At about 70 km height
    that is a substantial arc, and gives you a chance to give better az/el info,
    at least by checking landmarks later.
    
    I don't find any possible decayer around that time.
