    Brad,
    Unfortunately for your story the next decay isnt till june 14, and the last 
    june 9( and invisible from North America).
    I wonder if you saw a launch from White Sands,its ground range is about
    right for an object at 360 miles high to be 19 degrees elevation from
    your location. Certain types of re-entry testing are done by ramming a
    rocket back into the atmosphere.
    A meteor seems discounted by the length of time involved.
