Most likely.   This is from the Midas 3 launch:

SIGMA 1  MIDAS 3   163  US  12 JUL 61AFWTREARTH ORB  161.4 91.2  3540  3343  

the 3540/3343 are the apogee/perigee in km.  Midas 3 at one time was
3562/3298 km.  a very good match along with the inclination.
