SpaceViews has a story:

 http://www.spaceviews.com/1999/06/22a.html

saying that Teal Group is now predicting 1,500 new satellites
in orbit the next 10 years, versus a prediction in February
of this year of 2,100:

The explanation of the difference is that the earlier story
simply counted announced plans, while the new story uses a
model to try to accurately estimate the actual number that
will get to orbit.

In either case, I predict larger elset and intrinsic magnitude
files!
