According to a message posted by Rob Matson to this list on 1997
December 16, MSTI-3 was deorbited on December 11 and the word was that
it had re-entered over the south Pacific. He didn't give, and I don't
have, a time.
The final elset, with epoch on the day of the reported re-entry, is:
MSTI-3 3.0 0.0 0.0 6.0 d 396 x 223 km
1 23868U 96031A 97345.69038912 .00273080 28312-4 51228-3 0 2604
