Observed at 03:35:17.6 UT on 6 Jun 99 at RA 14:28.7, Dec -29:15 (J2000).

Using the elset below about 29 seconds early. Easy in 7x50 binoculars.

Normally low inclination satellites are difficult for me but this one is
near apogee when it comes by (771 km at this data point). Pass elevation
about 22 degrees.
