Just a minor nit here -- the USSPACECOM catalogue number has not
been assigned yet, but STARSHINE will definitely not be 25761.  25761
and 25762 are associated with 1999-010 (E and F).  25762-25768 are
also old debris objects (1979-104 F thru K).  So 25769 is the lowest
catalogue number that could be assigned to STARSHINE.
