99028A probable orbit

I have received some obs made about one week ago, that appear to be of
99028A. Until it can be confirmed by other observers, I will continue to
call it 99142A.

Here is an elset:

2 99142  63.4000  83.1000 0010000 350.0000  10.0000 15.59570000    04

Prediction uncertainty today, could easily be at least +/- 10 minutes.

This could be a parking orbit for a NOSS or an SDS.
