In my rush to get sat cat numbers of "recon" sats off to the inquirer, I did 
not check the accuracy and timeliness of the list.

I've been informed that 24681 decayed on Jan 30, 1997.
Apparently 20516 has also decayed or become "lost" as it is no longer in the 
Molczan elsets. Below are the elements for 20515 from my outdated database.

records) Defense meteorology sats, not true "recon" sats.
