Another TiPS search elset

I have tweaked Rainer's elset to more closely fit Paul Maley's
description of his TiPS obs on 22 June. I made the following
main assumptions:
Observation site: 29.7 N, 95.5 W
Object overhead at 10:12 UTC
Object's mean altitude is 1022 km above 6378 km Earth radius.

There is enough uncertainty in the orbital altitude, as well as
key details of Paul's observation, to create many minutes of
uncertainty in predictions, so I recommend this elset be treated
as a search orbit.
