Observed 23180 94-41B using video techniques.  The satellite's maxima were
pretty flat and I viewed the tape many times estimating time to the nearest
whole second only.  The date/time display was set to the correct time & WWV 
was recorded on the audio portion.  The altitude is in feet.  Hope the format
is correct and error-free - feedback welcome.
