So am I. Trying to make sense of OIG and USSPACECOM published
designations, shouldn't we try to adopt their numbering, and
attach them to what we think are correct objects?

I have tried to combine these facts. I know that C,D,E is an
established sequence for NOSS subsatellites, but this appears
to be different. The observations of this NOSS deployment,
the timing, and the USSPACECOM numbering seem to confirm that
#23893, #23907 and #23908 (A,B,C, that we call C? D? E? )
is the triad (USA 119/120/121)
The numbering gaps are also similar to previous deployments.
