Is 96- 29 C a cover?

When I saw 96- 29 C yesterday and the day before (June 4th and 5th 1996)
its appearance was about the same as 83- 4 C (also a cover) shortly after
launch. I could not refrain from telling the SeeSat-L community about this
resemblance. It appeared very flashing opposite to the sun and this
diminished the smaller the sun-observer-object angle was.
