Unknown satellite: request for ID

Hi, the Minor Planet Center asked me about some
observations by Chinese astronomers which appear to be of
an Earth satellite in a high altitude, high inclination
orbit. Can someone identify the object?
Observation site: Alt 870 m, long 117 deg 34 30, lat
+40 23 39.3

It's not totally clear that all the observations relate
to the same object.
