Sorry took a while. I sort of got "F Trooped" and became a volunteer force of one on the response.

First, I may have misspoke - since these are active observations, it may qualify as Level 3, tied to the extant Earth Orbiting Satellite program. I'll leave that decision to you.

I have attached examples of calls for help we get from various groups. One is for orbits to help them write prediction software. The other is for optical behavior (brightness, fluctuations) to determine on-orbit behavior. I included the Starlink scare of 2019 as it has been recent and publicized, although there are plenty of other less famous examples.

Specific answers to your questions:

Can you show me where data is uploaded, e.g., positional changes to determine perturbations? Would that be in the archives? 
Yes, the archives will show a variety of posts, many of which are positional reports. They will be similar to the 3rd attachment.

Who uses the data obtained?

The group itself uses the data to maintain a set of orbital data on unpublished and unidentified objects. It also provides data on:
    optical behavior
    positional data on request
    assistance with specific projects or launches
to a variety of groups, including BWGS (see satobs.org page), various satellite operators (usually small university or NGO launches) and others interested in different facets of satellite operations and use.
