GEO sats as possible source of UI signal

Speaking of geosynchronous satellites, in investigating the origin of an odd radio signal coming from the direction of the star Ross 128, one of the possibilities studied ( http://seti.berkeley.edu/ross128.pdf , Figure 2 ) is that the signal came from a GEO satellite. However, in checking for candidate sources, "The satellite locations were derived from Two Line Element (TLE) sources provided by the online space situational awareness (SSA) services, open to the public, provided by the U.S. Strategic Command (USSTRATCOM)." Which, of course, leaves out the satellites that aren't in the public USSTRATCOM catalog. It might be interesting to extend the check using a fuller list of orbital elements.
