WGS 7 search elements; fuel dump events

Wideband Global SATCOM (WGS 7) is scheduled for launch from Cape Canaveral on a Delta 4 Medium+(5,4) on 2015 Jul 23,
between 00:07 and 00:46 UTC.

I offer the following rough TLE of the orbit after the final burn of the 2nd stage, assuming launch at window-open:
