Elisa West search elements

    A review of Kevin's recent UNIDs and related correspondence, reveals an observation on 2012 Jun 11 UTC, that Kevin noted
    was close to the orbit of Cartosat-1, but did not match.

    Mike McCants noted off-list that the altitude and plane was consistent with the Elisa satellites.
    
    Our recent orbits of the Elisa East objects (below) passed at the same time as Kevin's UNID, but several degrees to the
    east

    Object D was closest in time, so I propagated its elements to the time of Kevin's UNID obs, and adjusted only RAAN and
    mean anomaly to fit the UNID. The temporal and track residuals were small, and the analysis revealed that the RAAN was
    2.51 deg west of the Elisa East objects. 
    
    Subtracting 2.51 deg from the RAAN of the recent Elisa East pair, yields current search elements for the Elisa West
    pair:

    I suspect they will be found within 1 min (time) and close to the track of these TLEs.
    
    Note that the correct catalogue numbers are 38007 and 38009, respectively. I modified them in the TLEs to help
    distinguish them from the eventual TLEs from observations. When reporting observations, please use the correct catalogue
    numbers.
