    The plane is close to that of IGS 7A's rocket body, so this may be the payload (11075A / 37954). The following solution
    passes close to observations that Russell Eberst made on 2012 Mar 20 UTC, that I suspected were of 11075A:

    The orbit is quite a bit higher than I expected of IGS 7A, so it may not be it. Also, Kevin's arc is very short, and he
    had few reference stars, so the mean motion could be significantly in error. Predictions could be inaccurate by at least
    5 to 10 min, 24 h after the epoch.
