Updated IGS 1A elements

    Alexander Repnoy observed IGS 1A (03009A / 27698) running 2.5 min early on Jul 1 UTC, relative the TLE I derived from
    Kevin Fetter's observations earlier that day. Here are approximate elements that fit their observations:
    1 70000U          12183.83054864  .00002915  00000-0  10000-3 0    04
    2 70000  97.3629 257.0231 0004980  81.0839 279.0965 15.30188938    09
    The mean motion is much greater than I had estimated. To match it with the last reliable elements, more than two months
    old, requires increasing the rate of decay tenfold over the value I used. Perhaps in the interim its orbit was lowered
    slightly, as part of decommissioning. IGS 7A (11075A / 37954 awaits discovery, and probably is in about the same plane.
    Perhaps some of the earlier observations attributed to 7A were of 1A.
