    in an article in the issue of aviation week and space technology dated july 
    23rd,  on page 39,  there's a great photo of the NRO centaur venting 
    propellant over tehran,  taken by babak a. tefreshi and credited to 
    spaceweather.com.
    
    on the same page:
    
    "More than a dozen accomplished civilian analysts around the world monitor 
    the movements of the secret satellites amassing about 20,000 observations 
    annualy and accurately calculating orbital changes to within 0.001 deg. and
