You can't really determine the best launch time from the times of closest approach of the ISS to the launch site. You need to determine when the orbital plane will cross the launch site, or closest to it for out of plane launches. The launch usually occurs before the plane crosses the launch site to allow time for the vehicle to accelerate to orbital velocity and to the final altitude of the ISS. I have a program that would calculate plane crossings, but it runs on the Mac.
