    These constants should not be changed because the OIG TLEs are generated to give best calculation results with the WGS72
    constants. Every change would result in degraded accuracy.
    
    I do not know if OIG has changed its constants in its own model it uses for generating TLEs, but I am not aware of such
    a change.
