SCD 2 (25504, 98-060A), which Mike McCants and I have observed flashing rapidly, is an octagonal payload with a stabilizing spin of 34 rpm, which makes it a very fast flasher at least sometimes (but it's in a low-inclination orbit): http://www.inpe.br/programas/mecb/ingl/satellite/scd2/scd2.htm FAST (24285, 96-049A) is spin-stabilized at 12 rpm, and we have seen it flashing fairly rapidly also.
