SCC'S FINAL REPORT - prepared July 02, 20:50 UTC shows the 
decay on:
02 July, 19:54 UTC +/- 07 minutes (27.0°N,177.0°E)
ascending over the Pacific.

MPM+REENTRY delivers with the ELSETs 03183.570... - 03183.632...
(SFX 125, ap 017) the decay on:
02 July, 20:49 UTC +/- 17 minutes (24.51°S, 15.39°E)
also northbound over South Africa (Namibia).

I see no indication for the early decay as SCC has predicted. 
It is relatively far away from perigee.
