I'm looking for pointers to good example code/descriptions of
algorithms for handling TLEs and converting between multiple epochs
and orbit propagation models.

The aim is to improve the existing TLE-handling Tcl code in SaVi
(http://savi.sourceforge.net/), which is really only good for
satellites whose TLEs use the same epoch right now. SaVi has
reasonably fair visualisation display capabilities (for a free
package), but it's all a bit abstract and idealised, and not yet
useful for the kind of real-time simulation needed for tracking
or observation.
