    I've only seen TiPS (96-029F = 23937) on three different passes between
    1997 November and 2001 April. Using 10x50 binoculars, its apparent mag-
    nitude was from 6 to 8, and because of the heavy local light pollution,
    I haven't made any more serious attempts to see it. But I believe that it
    has been well observed by SeeSatters at many different latitudes; its
    inclination of about 63.4 degrees makes it unlikely that there is a
    particular "zone of avoidance" near 40deg North latitude.
