    Yes, this is the rub. If you are a new tech satellite or GPS user no leap
    seconds is great. However the calendar, all star charts, and many other
    things slowly slip. It is just the same as stopping leap year days just
    because you have a calendar that is stuck with 28 days in February and you
    are not will to get in touch with reality.
