Rob Matson queries the apparent resurrection of #3740 and #5716, both
    previously listed as "decayed".

The first contemporary elset for #3740 was released in 2000 September:
    Transit 4A deb JB 940 x 812 km
    1 03740U 61015JB 00271.30278407 .00000813 00000-0 53498-3 0 16
    2 03740 66.3390 15.2427 0088498 137.0646 223.7411 14.05206708 12

The equivalent one for #5716 came just a few hours before:
    Transit 4A deb JT 850 x 690 km
    1 05716U 61015JT 00270.80700305 .00003135 00000-0 10222-2 0 19
    2 05716 66.7034 58.5016 0111871 200.8836 158.7596 14.36455717 13

As Kevin Fetter says, they must have been lost rather than decayed.

... who has just returned to Edinburgh from Hawaii, but is due back on
the Big Island in another three weeks!
