Surprisingly, Neil Clifford still mirrors the /molczan and /satelem files
from JPL via his ftp server.
ftp://ftp.satellite.eu.org/pub/sat/elements/

I've updated
http://www2.satellite.eu.org/tletools.html

to reflect that.
