Well, this probably doesn't rise to the level of "idea", but might make it as a "guess." There have been rumors over the years that the present US LEO ELINT systems, NOSS and the USA-32/81 types, are to be merged into a single system, probably more like the latter than the former. So, unless this is the always-possible Something Else, I'd look for a payload going into an orbit roughly like 19460 or 21949.
