A reasonable speculation, though I doubt that was what was seen
in NJ.  

In the future, though, NMD tests might provide some sport.  The
operational booster (not the interim one now being used) is going
to leave the interceptor moving at up to 8+ km/s, and some of the 
envisaged engagement trajectories will leave the interceptor in
orbit if it misses the target.
