I derived the following using observations by myself, Russell Eberst and Bjoern
Gimle, between 2001 Jul 13 - 17 UTC:

USA 116         15.0  3.0  0.0  5.1 v
1 23728U 95066A   01197.99678819  .00010853  00000-0  23619-3 0    07
2 23728  97.8826 309.8976 0462412 345.9155  12.9462 14.76514328    02

Mean residuals are 0.02 deg.

Additional observations reveal that the perigee distance is about the same as
before the manoeuvre, contrary to my epoch 01196.23486111 elements, which I
have now discarded.
