Hi All,

Using the same elset Ralph McConahy used:

USA 129         15.0  3.0  0.0  5.1 v
1 24680U 96072A   01197.16590856  .00028431  00000-0  38346-3 0    00
2 24680  97.9367 258.8429 0504395 135.9181 228.3514 14.77718624    07

USA 129 came roughly 0.4 seconds early for me based on 6
separate appulse timings.  One of the more accurate of these
timings was:

17 July 04:33:19.4 UTC, RA 23.1205, Dec +59.707 [J2000.0]

as observed from my usual Newport Coast digs
[33.6028N, 117.8263W, 200m]
